Building inside Ottawa: maps and land disturbance
A barndominium on an in-town lot is possible, but the realistic Ottawa-area project is on county acreage. Inside the city, the property questions start as map questions. Ottawa's Planning page provides separate zoning, floodplain and future-land-use maps, and each answers something different. A future-land-use designation does not grant permission for a house and shop today. Ask Planning to confirm the parcel's current zoning and any mapped constraints, and keep those answers with your survey.
In town, also plan for Ottawa's land disturbance worksheet. It screens grading and other disturbed ground, has conditional exemptions, and treats work inside a larger common development separately. Describe the whole construction area, not just the slab: the drive, utility trenches, stockpiles, equipment access and the concrete washout. For regulated work, the initial controls are inspected before disturbance begins. An exemption from a separate land-disturbance permit does not remove the erosion-control obligations the worksheet lists.
Franklin County sets lot size by zoning district
Zoning has no single county-wide minimum lot size for a house in unincorporated Franklin County. The zoning district sets it. Under the 2025 Zoning Regulations:
Section 3-2.J bars building on a lot smaller than its district requires, unless the regulations provide otherwise. The main exception is Section 20-2. A single-family home that otherwise complies may be built on an undersized lot that was created through a county-acknowledged land division, or recorded and separately owned, before December 8, 1997.
Septic sets a second floor. The county's 2017 Sanitation Code requires three acres per living unit for a septic permit, and the county's Planning & Building FAQ says a lagoon needs 5.00 acres. A parcel has to clear both its zoning district minimum and the septic minimum.
A few more county rules shape the design:
- 2003 codes. The county's Building Department page lists the 2003 International Residential Code and the 2002 National Electrical Code as adopted. That's older than the 2018 IRC that Douglas County enforces, so check that plans drawn elsewhere match.
- Engineering. The FAQ says light-frame single-family plans usually don't need a seal, but special features may need an engineer's design, as noted by the Building Official. Non-conventional construction needs a Kansas engineer's stamp. Expect a post-frame or steel frame to need engineered drawings.
- Agricultural exemption doesn't cover homes. Farm buildings skip the building permit, with a notarized Affidavit of Agricultural Use on file. The county bases agricultural status on use, not building type. A barndominium you live in needs a permit.
Which road and water questions matter near Ottawa?
Check the road status before you buy. Under Resolution 08-05, Franklin County issues no building permit for a non-agricultural structure located on a minimum-maintenance road unless it has direct access onto a full-maintenance road. A structure counts as located on a minimum-maintenance road only if it has no access to a full-maintenance or private road except by traveling on a minimum-maintenance road. If that's your parcel, the resolution requires an approved road upgrade and a binding agreement, with costs paid, before the permit is issued.
Find the water district by parcel. Water comes from rural water districts. The county's rural water district list covers Franklin County RWD 1 through 6, plus districts from neighboring counties that reach into Franklin County. Two published examples: Franklin County RWD 1 lists a new benefit unit at $7,000 (RWD 1 rates), and RWD 4 lists a $7,000 water meter plus a $350 engineering study (RWD 4).
Septic comes from the soil test. Environmental Health requires a soil profile analysis and site assessment with the application. The design must be by a licensed installer or a registered engineer and show the laterals, tank size and number of bedrooms. If public sewer is close enough, the Sanitation Code can require you to connect instead of permitting a private system.

What does a barndominium near Ottawa cost?
For the building itself, start with the per-square-foot ranges and the budget method in our cost guide. What's different around Ottawa is that the county's permit fee is a flat schedule. The county's posted building permit fee schedule bills new residences by total finished living space, with finished basements counted. Confirm the fee at application:
Worked example: the cost guide's 40×60 has 1,600 square feet of living space plus an 800-square-foot shop. The living space falls in the $300 bracket. Ask the county how it will classify the attached shop. The schedule lists garages separately at $75, but how a shop under the same roof is treated is the Building Official's call. Then add:
How does a build near Ottawa actually go?
- Confirm the jurisdiction: City of Ottawa, unincorporated Franklin County, or Ottawa's growth area.
- Confirm the zoning district, lot size and road status with Planning & Building, and check floodplain with the county's Floodplain Administrator. If the lot is under its district minimum, ask whether the Section 20-2 pre-1997 lot rule applies.
- Run the soil profile and site assessment to learn whether you need a septic field or a lagoon.
- Get the water district's answer in writing, including any engineering study.
- Get the entrance permit from Public Works.
- Submit through the county's customer portal. The county says all permit applications go through it. Include your deed, a site plan showing the driveway entrance and distances to property lines, and the plans.
- Build, then occupy. Before issuing the Certificate of Occupancy, the county requires, among other things, approval of the wastewater system and water supply, a working bathroom and kitchen sink, and (between September 30 and May 1) completed heating.
If you're living on site, the county allows a camper or manufactured home as temporary housing during construction once the home's building permit is issued. That requires a temporary use permit, a $5,000 performance bond and removal within 30 days. Our location guide covers land selection more broadly, and our Kansas permit guide compares county permit paths. For other towns we cover, see service locations.
